How do I change my start up preferences on a PC?

I've had a Dell Inspiron for about 6 or 7 years now, and a friend of mine just re-installed the hard drive for me. So I pretty much started from scratch after he was done. The only thing that bothers me is that every time I go to start my computer up, the first screen that pops up is that "Administrator sign on" page. It requires a password (which I did not set up, therefore I can just press "OK" and it continues), and then my normal desktop comes on. Before that, that whole "User" thing would come up. Prior to all of this, I was able to just turn on my computer and have my desktop come up, no problem.

Also, with this computer, there is a button on the top of the keyboard that you press, and a notification pops up and asks you what you want to do - restart, shut down, or standby. Since the re-installation, if I press that button, the computer just automatically shuts down and doesn't give me the option to restart or shutdown.

I'm pretty good with computers, but I can't figure these two issues out. Any help would be greatly appreciated!! Thanks!
