How do I change the position of my taskbar in Windows?

Question

As in, how do I change it from being down the screen to up or along the side?

Just click and drag with the left mouse button. If it does not drag to the new position, right-click on it, make sure that "lock the taskbar" is un-checked, and then left-click and drag to where you want it

Right click it and make sure "Lock the toolbar" isn't check then you can drag it where you want it.
