How do I change the settings on google sketchup so that it can give me a two dimmensional "sketching" area...

rather than the three dimensions it has originally. In other words I just want length and width.

You can display one face at a time. That should work for you. Look on top at the command bar. Select 'Camera' and 'Views'. No you select any face to work from; front, top, side, etc.
