  1. In Photoshop you have very little control as to the code of a web page.

    Your best bet would be to open the code in a HTML editor and change it there. Just make sure you are not just resizing the aspects of an image, you want to be changing something like the width of a table or something along those lines.

    Now if you want to change the width of a image without rescaling anything your only solution would be to use the crop tool. After you select what you wish to keep and press enter, the areas not selected are discarded. A similar result can be achieved by clicking on Image > Canvas Size but it doesn't really lets you select you the portions very well.

    Anything else that you do (such as Image > Image Size and unchecking constrain proportions) will cause your image to become deformed (if you reduce the width, the image will looks squished and if enlarge it, it will look streched out). Also note that resizing an image via HTML code will result in the same deformity.
