First you would have to go to a chatroom or use a messenger software.  Yahoo Answers is not a chatroom, Yahoo Messenger is the product you want to use.

Go to Yahoo.com, then click on messenger, then download everything.

Go to the person's profile by clicking on his or her handle. If the person allows IM or emails (and you do too), you can make contact. Just click on the link in the profile. It's not a chat -- more of a one on one.
