I don't understand why on Earth you would want to, much less how.  If this is a serious inquiry, I would suggest you take it to a vet.

You can't circumcise a snake. And a vet would not do it. Animals don't need to be circumcised. And if you do it, and the snake dies, and it is considered to be cruelty to animals.
