  1. If there is a metallic sheen on the photo, you can remove it with Brasso metal polish applied sparingly with a soft duster.

I have also found that it cleaned other blemishes of unknown origin as well.

If you really cherish the photo, suggest taking a Macro image of the photo , and putting the image through Picasa 2 ( free download )

Crop the image, put it through the B & W filter, also " I'm feeling lucky " program.

In many cases this is a fantastic improvement, but if you are into Photoshop the sky is the limit.

NB     Crank your camera up to maximum resolution when using Macro setting.

By using a camera with Macro you don't get pixelation, I have recovered many photos using this method.

  2. Sugar is right, you don't want to disturb the original emulsion on the print with inappropriate cleaning solutions. So, get some professional help. I've dealt with a similar problem by scanning the photograph, working on it with photoshop and reprinting, that way the original is untouched.

  3. If it is an important photo I'd take it to a professional photo shop and have it restored. Otherwise you run the risk of ruining a special picture permanently.
