How do I connect two win xp pc's with USB WLAN dongle like cross over cable connection in Ethernet?

You don't - each one needs its own dongle.  (You could use one of the computers as a router and connect it to the other one with a crossover cable, but that's like shaving with a dull rock when there's a new razor in easy reach - only do it if you don't have enough pain in your life.)
