Does anyone have a phone number I can call? I have looked EVERYWHERE and I cannot find a number!

Here are the numbers for the Georgia Student Finance Commission, the state agency that actually governs the Hope Scholarship Foundation.

I'm not sure that these folks will speak directly to you, because they have contracted out the day-to-day client-assistance operations to a private company called XAP Corporation - they're the ones who run that GAcollege411.org website. On the other hand, the GSFC can probably give you the right phone number, even if they won't be of any assistance.
