I'm travelling to all the towns called Alvin in the USA and I'd like to meet with the mayor or city representative of each ALVIN. I expect to do this all between now and the end of July this year.

Explain your situation and give them your email address and hopefully from there you can correspond with them by email.  

Hopefully all towns will be big enough to have a Mayor.  

btw: visited your lovely city many years ago.  A very nice place to visit.  Especially liked the view from Table Mountain!
