  1. UPDATED:

Use a photo editor (like Adobe Photoshop or Microsoft Paint) . The file size must be under 250KB (for background photos) and under 5MB (for blog/profile photos). You can make the dimensions (height & width) of the image whatever you want, as long as the file size fits under those specifications.

Paint is on most Windows computers with Microsoft software in the Accessories programs section.

    - Open Paint, then open the image file from within Paint.

    - Click on the Image Menu and choose "Attributes."

    - RE-SIZE: Adjust the pixel width and length. OR use "stretch and skew" and just reduce the percentage.

    - CROP: Use the rectangle tool to select the area that you want to crop out. Choose "Cut" from the Edit menu. Then, choose "New" from the File menu. Choose "Paste" from the Edit menu to make what you cropped out re-appear in the new file.

    - Go to the File menu and Save As. Choose the JPEG option in the file type dropdown after you click Save As. A pop-up window will ask about quality, you can increase it or lower it (to help fit under the file size specifications).
