right click on the tab and then click "Close Tab"...

if it's coming up each time you open the browser, it's probably set as a default... Try going to "Tools", down to "Internet Options", and see if there's a choice for tabs there.

Click the green tab and then toolbar options. Disable tabbed browsing.
