How do I dial this telephone number internationally?

I want to call a number to a friend in ukraine. They have me this number but I do not know how to dial it . It has a + in it. Do I dial the + sign with the number? The number is example:

If their number had a "0" at the beginning you would drop it.

yes, you dial the + with the number usually its the + plus country code area code, and then number.

be really careful with international calls, you can easily be ripped off by companies.
