How do I disable AT&T Parental Controls?

My mom installed parental controls due to my sister's excessive ring tone. I have an LG Vu, and I want to download an answer tone and an application. When I get to the screen after I click "Purchase", it tells me to disable parental controls. Where (on the phone or computer) do I go to disable the pesky Parental Controls?
