How do I do this in PayPal?

in PayPal I can't send any money, so I need a vcc or w/e. Should I just ask mom or what. Of course all money for buying things will be in my balance of PayPal... What is a good forum or some good place, so you can increase sending limits or verify your account? Help please

Log into your paypal account and there are help center links you can click on.  It will tell you right there how to verify your account.  It is generally set up using a credit card and to become verified they want you to link a bank account.  Go and read everything in the help center and talk it over with your mom.  Do not sign anything, until you do.

I don't understand what you mean.  Ebay has help boards where you can ask PayPal questions.
