How do I draw a circle in photoshop *without* anti-aliasing?

  1. There is no setting that defines aliasing for shapes. What you might consider is changing from vector drawing to pixels (or vice-versa).

    Once you select the Elipse tool on the options bar next to it you will have 3 icons, the 1st one is a square with little square corners (vector drawing) and the 3rd one is a plain square (pixels), try selecting one of those and see if this solves your problem.

    If i doesn't, create a circle using the fill pixels in a separate layer and try applying a filter.
