How do I dry out my basement? I think the water comes up thru the floor?

Everytime my basement floods, the walls are dry and so are the windows, my gutters are clean so is it possible that water comes up through the floor and if so what can I do about it?

It sounds like your in-floor drainage system is plugged up and not draining properly.  The only effective fix is to get a Pro to install a sump pit and set up a proper drainage system.  Expect to pay around $4000.  It sucks but you won't have to worry about water ever again.
