How do I edit photo's so they look like this?

Paige and Lauren just both have amazing cameras that are high resolution.

I think all they did was put a "soft filter" over it, increased the contrast, and a blur plus sharpen combination!  Note: it very well might just be the camera or camera settings too!  

Program: any one that can do those things.  Notably Photoshop or GIMP(free), but a lot of amateurs' cameras come with programs that do those stuffs.

its all in the camera, there is a specific setting on the camera that they are using which gives them that effect
