How do I file a complaint against the village that live in?They won't refund my permit application money.?

I paid $50 for a permit and now I cancelled my project so I called my Village here in WI and they told me the following:

"You need to contact the Village on this.

My guess is it may not be refunded. The amount of time to process may cost more.

Please contact the Village as this has already been processes, files created, etc."
