How do I file a complaint or lawsuit against a school?

I am trying to find out who I need to contact to file a complaint or a lawsuit against my former school. I was dismissed from class with a balance on my account. I was told the only way to remove the hold was to register for class but I can't register from class because I was dismissed from the school and my appeal has not been approved. There is 5k sitting in my account at this school but the school refuses to use that to clear my debt and instead demands I take out another loan which I can't because I already have student loans out and I've explained this to them. Any ideas or thoughts?
