How do I file a traffic construction complaint in the state of Virginia?

Question

-VDOT has been working on the Penderbrook Dr. - West Ox Rd. intersection in Fairfax, VA for 6 months.

-Recently they have closed the entire RIGHT TURN ONLY lane onto PENDERBROOK DR. (my neighborhood) where traffic from Rt.50 enters onto W. Ox heading towards Reston.

-Not only is the RIGHT TURN lane closed but the CENTER LANE is closed as well FORCING all traffic into the FAR LEFT lane.

-All traffic which previously could use the RIGHT TURN only lane is now forced to merge into heavy volume ONE LANE traffic to take a RIGHT TURN from the single left lane. Not only is this dangerous it DOESN'T MAKE SENSE. Actual construction is AFTER THE intersection. The RIGHT TURN lane should be open for the traffic going RIGHT onto Penderbrook Dr.
