Try 'Zizzle' it's a website that let's you create your own shirts. I'm not that educated about it but I've heard of it.

i know in my town theres a really cheap place that does it for you.

You don't need to manufacture that yourself. Can use CafePress - http://tinyurl.com/cafepress to do that for you. Just upload your graphics and sell. You can order from it yourself as well. This is a great option esp. if your volume is not that large.

~~We have used www.pens.com for years for promotional items for our business. They have fair prices on T-shirts. Give them a look. At least I know they do great work and have been around a  long time!~~

what you need is a 'screen printer' look in your local business directory give a few a call and see if they can fulfill your requirements. They will give you a good idea of cost / over quantity.
