Philadelphia has different rental laws than the rest of the state. Philadelphia landlords are REQUIRED by the Department of Licenses and Inspections (L&I) to hold a rental license before renting any property (Phila Property Maintenance Code Section 102.0 - Licensing).
To find out if your landlord has a rental license, call 311 (which now handles all of L&I's calls). If you're near Center City, go down to the Municipal Services Building at 1401 JFK Blvd. While you're there, check on any violations and inspections license (also required) against the property. It'll save you alot of time and a lot of headaches.
