How do I find local home-based retailers?

Specifically, I want to find people in my area who are making soap in their garage or shirts in their basement. Is there a website that caters to this? Every site I've found either does a bad job filtering on my location or contains very few listings.

Because they don't really exist. And since they are very small they advertising budget is small too.
