How do I find out about going to university in a foreign country?

I Have lived in Cordoba, Argentina before and loved it there. THey say it is free to go to school there. I would really love to do it but i have no idea how to get started or what i need to do to get organized. If anybody has any experience please let me know.

Um... im just trying to get points but, i would say find out about a school in the country you want to go to and search it in google lol...
