Are most Los Angeles high rise's built with flexibility in mind after a certain year?

  1. yes but also, high rises tend to be more resistant anyway because they can sway more because of the height and the weight of so many floors can anchor the building better.  They tend to be more resistant, that does not mean that it is the safest place to be during an earthquake.  There are instances where large buildings collapse, earthquake resistant or not.  We cannot predict or 100% protect ourselves against the forces of nature.  We can either stay out of the way or hope for the best if caught in it.  Always respect it.
