How do I find stocks that are devalued / discounted?

Question

I go to places like yahoo finance or motley fool, but I don't see a link to a page that shows companies that are experiencing a decline in their stocks over a long period or short period for that matter. I'm interested in evaluating these companies to see if they are likely to increase. Any advice?
