How do I find the Italian man I had a fling with in Rome a year ago? His name was Luca?

If you do not know his last name you will have a really hard time tracking him down now. Otherwise google him. You may find some information out that you never knew. If you are really desperate to find him and have lots of money to spend you could hire a private investigator.

you're best bet is to go back to rome and back to the place you met him...chances are Luca will be there again if he was Roman.  If he was a tourist as well then you're pretty much out of luck.
