How do I find the actual baker of these cookies?

I can find several people selling these but how do i find the actual baker?

I'm not sure what you're getting at. The Our Cookie site seems to be a trade name for a company called International Quality Foods, located in Oakland Park, Florida, a suburb of Fort Lauderdale. The company promotes itself on several trade websites as a provider of cookies to the industry, so they're giving every appearance of being the producer (baker) of their own product.

According to the corporation records for the state of Florida, the president of International Quality Foods is Alfredo Gomez. If you check the state's Sunbiz site, you can find his address, as well as the names of the other officers of the company.

I don't know what else I can tell you about who is baking the cookies. Is there some reason that you doubt that it's International Quality Foods?
