Go talk to a boat dealer. The one where you bought your jet ski.

I would be guided by the principle of the value of a thing is what the thing will bring.

You know what you paid for yours. What would you have paid for it if it had 21 hours on it? There is your starting price. Advertise it, and see what happens.
