  1. You can usually find out who the home owner is under www.preforclosure.com if the property is listed. First, make sure the house is listed, then register for FREE trial. They will request a credit card but cancellation is easy, and they dont charge if you cancel before the seven days are up.( also try  www.all-foreclosure.com ) You can also find the tax roll value, which will give you an "idea" of the property value, but dont base any loans on that. If you know anyone facing foreclosure they can contact www.mydebt101.com they dont advertise that as much but they helped out my friend by adjusting the mortgage she already had.

  2. If it's in foreclosure, then you need to find the law firm that filed the lis pendens document.

There will be a Trustee assigned to the mortgage account, who is usually an attorney.  At the point they are the ONLY person allowed to quote a payoff for that property.

It usually always comes with contact information.

  3. Look for the recorder of deeds.   You may be able to search for a property by address, but it woudl certainly help to have the P.I.N. (Property Identification number).

  4. You use the address of the property at the Assessor's Office.  It will have the owner's name.  Use that name at the Recorder's Office (they are very helpful) to look up all the foreclosure info.

Remember that you must pay cash at the foreclosure sale. No loans and no 30 day closings.  Cash. That's why no one ever bids at them.
