  1. If by spigot you mean hose bib then just fix or replace the hose bib. They just unscrew or you can replace its washer and ,if not the cheap kind, seat

  2. Out side hose bibs are long stemmed and they pertrude into the perpindicular interior wall the valve handle actually shuts the water off inside the interior wall sometimes the stem between the shutoff and the spout leaks. You must cut open the perpindicular wall at the height of the faucet and get to the solder connection inside the wall then you cut the pipe after shuting off the house water supply and pull the hose bib out from the outside then you slide a new one in and solder it back to the pipe.Make sure the hose bib grades downhill to the outside to let the stem drain in the winter time

  3. is the water just running into the basement when you turn on the outside faucet? Sounds really weird to me. I Have been working with a plumber for more than 30 yrs and never heard this one!!

Sounds as if the whole line is leaking into the basement? when the thing is turned on!! It may be a bad seal, or gland! is it one of those frost free kind? The pipe may be split and the thing may need to be replaced!
