How do I fix scratches on "Little Tykes" race car bed?

The top of my sons plastic race car bed has deep scratches. Can I heat up the plastic to "buff" them out? Or can I lightly sand the area? Please help! I called Little Tykes and they had nothing to offer.

You can roughen up the area and use either silicone you can paint or epoxy you can paint and once set or dry you can just paint over it.
