How do I format a 4GB memory card from FAT32 to FAT16?

out of morbid curiosity why do you need Fat 16?

Connect your memory card to your PC.  Open up "My Computer" and look for the memory card.  Right click on it and select format.  You will see two choices, FAT32 and FAT.  Choose the "FAT" option ("FAT" is also know as "FAT16").  Once complete the card will now be formatted using the FAT16 format.

Most memory cards cannot be formatted using NTFS.
