That's a tough one for the hunting section...but, since you asked

choose 'produce video as'

then select 'custom production settings'

choose 'flash' as your output

click 'next' or 'ok' I forget which one comes up

this gets you to the template box

select 'legacy SWF output'

from there click the 'flash options' button

FINALLY there it is 'frame rate'

select 30 from the drop down box (if it's not there type it in)
