How do I get HM Cut in Pokemon Diamond?

In Pokemon Diamond I beat the Gymleader in Eterna City and have gone up to and past the Galactic building and have left town on both sides to route 205 and route 211. No Blonde Chick comes up to me or anyone for that matter when I go up to the building. Where/When do I Get HM Cut?

You explore the northern area of Eterna, a gothic-looking chick will stop you

and notice your Pokedex. She'll ask you if Professor Rowan gave it to you.

Apparently her name is Cynthia. She says some other stuff too, but eventually

gives you HM01 (Cut).

When you're walking through eterna forest gardena gives you it just before the exit. If not get someone to trade you a pokemon that already knows cut.
