Question:

How do I get HUD?

As a full time student who doesn't make hardly enough to survive, I am in need for housing assistance...however, I'm white and a real citizen; does that mean I won't qualify??

You can apply but the waiting list is as long as 20 years in some places. they give preference to single disabled women, women with children, elderly, homeless and then disabled men.. if you are not in one of those categories..it's a waste of time.. but you can always try.. IF you happen to live in a homeless shelter for a month, you will be able to get one.. Not a good situation but the only real shot a single white person has. ILLEGALS have taken almost 50% of section 8 housing.. there are several complexes that are low income but there again, without a disability or children, same rules apply. you can always apply though. you might get lucky. If you need help with rent or utilities or something try contacting churches or catholic charities or places, food banks, etc...take advantage of everything you can.
