I would recommend either calling the Department of insurance for these answers, or call the Independent Insurance Agents of PA.  They should be able to walk you through the whole process.  You should just need to take a test and passing that test will get you your license.  You will also need to be sponsored by an insurance company (this is the tough part).  You will more than likely need to have an insurance company ready to go that will pay your license fees each year so you can keep your license.
