How do I get a 'citizen of Disneyland' button?

Walking around Disneyland yesterday, I saw some people with buttons declaring them Citizens of Disneyland. I know they give out buttons for every occasion possible (1st Visit, Anniversary, etc), but is this for a special occasion? How do I go about getting one of these?

Visit City Hall and see what they can give you! We headed right there on the first day of our trip and ended up with many buttons: Honorary Citizen, First Visit, Family Reunion, Birthday, etc. We just about took every one that they had! My kids also got a special birthday call from Goofy. They are so nice and helpful at the City Hall so make sure to visit them!
