How do I get a Texas driver's license with no insurance if insurance co. requires a driver's license?

I live in Texas. I'm 20 years old and I've never had a license. I own my vehicle. I need to purchase insurance (also a prereq for getting it registered) for my vehicle, but the companies I have contacted will not insure me without a valid license.

Maddeningly, I cannot get my license unless I have proof of insurance and registration. If I lie and say I do not own a vehicle, I'll have to sign an affidavit of non-ownership. What are the legal ramifications of that? How am I supposed to do this?

  1. Borrow someone's car.  Make sure their insurance is up to date.  Use that car to take the driver's test.  They should give you a temporary license until you get the permanent one.  That should be sufficient proof to take to the insurance company.


  2. You borrow a friend's car to take the test in, which will have insurance on the car so no problem there.  Have your friend drive you down to take the test.  (This is so, on the off chance you don't pass, he can drive you home again).  Once you have passed the test, and have your license, you go to your insurance company and show them your license and they issue insurance for your car.

    Problems solved.
