How do I get a birth certificate when I was born on army base in Seoul South Korea with no I.D? HELP ME PLEASE

I was born in Seoul, South Korea, my father was in the military, my mother, was a korean citizen. I was born at the 121st Evac Army hospital. Since my father was a U.S. citizen, I too, was issued a U.S. birth certificate. In 2003, I was incarcerated and my birth certificate was lost. My drivers license expired while serving my time. When I was released from prison the only forms of I.D. I had were my Missouri State Prison I.D., and my Social Security card. Both of my parents are dead, and I am left with no identity. My problem is this, I can't obtain a birth certificate without a state I.D., I can't get a state I.D. without a birth certificate! I know what your thinking, "what about the Prison State I.D.", yeah me too! Unfortunantly this is not an acceptable form of I.D.! No, I'm not joking, I have been trying to obtain a birth certificate for almost 5 yrs. now, to no avail. I am beyond frustrated! I am finding out that it would be easier to be an illegal immigrant! SOMEONE PLEASE HELP

  1. Contact the State Department. They have records for all Military overseas births. With the information you supply they can reissue your birth certificate. My oldest step daughter was born overseas and we needed her birth certificate as well. The State Department will help you out of this one.


  2. Doesnt the place where you were born have any records? or the Army, surely they should be able to have that kind of record somewhere?

    I would try the army first :)

  3. something smells fishy. your english is too good for a prison inmate or a korean.
