How do I create a partition?

Just stick your OS CD in the CD drive and reboot. As it's booting it will find the set up program and then just follow the on screen instructions. As for partitions there is no point in having one.

For a completely clean install, you'd first run a disk wipe application to completely erase the contents (i.e. no chance of file recovery from a previous operating system).  Next, use a standard Microsoft Windows media CD/DVD (make sure it isn't a system builder recovery media disk) and install per the usual process (boot CD/DVD, create a partition, install the OS, configure OS, use the OS).
