  1. I think you are blending two things together. There are "work permits" and there is "federal work study" but there is not a federal-work-study-permit.

    Federal Work Study is a type of financial aid. You apply for it by filling out the FAFSA (http://www.fafsa.ed.gov/) and talking to the financial aid office at your school. You may or may not get a Pell Grant, or the ability to borrow money at a reduced rate, or a Work-Study allocation.

    If you do get approved for work-study, then, in effect the Federal Government will say that they will pay for your wages at a job. You will then need to get a job on campus (one where you actually work, not get paid to study as title of the program may imply). You will work in the cafeteria, or library or an office, or whatever, and when your work-study money runs out, you job may end (varies from campus to campus).

    Go see the people in your financial aid office for more details. Fill out the FAFSA if you haven't already.

    Some people need work-permits, for reasons like being underage, or being under certain kinds of international visas, but I think you have to be a US citizen to get work-study money,  so I don't think you would need a permit on top of work-study. Your financial aid office will know.
