How do I get a new smart licence in Ontario...do I have to renew my licence in order to get one???

I'm a truck driver that has to cross the border everyday into the U.S, and I'm just curious if I have to renew my licence in order to get a "smart" licence that is being issued by the province of Ontario. I'm not sure if they're issuing them as people renew their licence or if they're switching everyone's over in the course of the next year...I have until June of 2009 to get one before I have to get a passport. I would rather not have to get a passport, so I was just curious about how they're being issued.
