I do not have a Driver's License, so I am trying to get a state-issued identification card. What is that process and what documentation will I need?

Also, does a passport qualify as a state-issued ID?

  1. You will need some form of identification to prove your age and they will issue the card

  2. Most states will acept a certified copy of your birth certificate or even an original  baptismal certificate as proof of age and if you present your social security card as a second form of ID you can specify you do not want that number on your new ID.  A passport is also a great document to offer when applying for the state issued card, but it does not qualify as state issued as it is technically issued by US government.

  3. the requirements are usually the same as getting a drivers license, and usually issued in the same offices

  4. Normally you go to the office issuing state drivers license.

Bring identification, best with a picture.

Passport great, birth certificate, Social security card, school or work ID.

Billing or mailing to your home address. Telephone, Electric, Bank statement.
