You have to go to the Consulate of India in San Francisco to pick up a Visa Form and then send it to the Indian Embassy in Washington DC along with your passport. MAKE SURE YOUR FORM IS FILLED OUT PROPERLY!

There are two ways to get a visa. The first is in person and second is by mail. The quicker would be in person. Below I posted a link which would give you the information to get the visa both ways. If you like to do it in person just find your nearest Indian consulate. Every major city has a location. If you are unable to track one down. You can always mail in your application.
