How do I get actions made in Adobe GoLive CS2 to work on PC as well as mac?

I'm constructing a site using Adobe Go-Live CS2 on a mac. On the site I have a few simple actions governing pop up windows (open new window, so nothing complicated). On the mac all is fine however, when I preview the site on a PC none of the actions work. I have disabled all the pop up blockers and enabled activex controls to no avail and now I'm stumped as to what to do. Anyone got any suggestions?
