How do I get all those fancy designs for my name, using things like ~'` and so on?

I see people sometimes with user names that have all this fancy stuff before and after... using just the non-letter/number keys... I remember once I found a list for fancy designs for names, but now I don't know how to look for them. Does anyone know what I'm talking about, and where can I find some??
