How do I get an Israeli visa if I hold an Indian passport? Is there a problem if I go to Dubai later?

You can get visa of Israel / Dubai but both are not friends. So you can go to any 1.

You can apply for a visa from the Israel embassy. They have the right to either give you a visa or reject your application. It is the same with the UAE embassy.

India and Israel have diplomatic relations, so yes you can go to Israel with an Indian passport.

But be careful when you go to Dubai. It had been said that UAE immigration officers do not accept passports that has Israeli visas on them.
