How do I get an image to look like this using Photoshop CS3?

i am trying to get my picture to look like this one with the rounded border but idk how. the answer that helps me the most gets 10 points. dont post stupid answers up here like "IDK" etc because I will report you. anyway here's the pic:

use the lasso tool and make a circle around your picture...then select inverse, then press delete.  There is a lot more to it, for you to make the picutre look exactly like that....and i dont feel like explaining it...so go to..http://www.goodtutorials.com

hahaha...ok....to make it look like that...use the pixilate filter.  its in the effects drop down menu at the top then go down to Pixilate.  then mess around withthe settings to get it how you want.

then go to the effects menu at the top, and go to stylize then click drop shadow..that will give you the shadow effect around the photo.

to get the black stroke...double click the layer you want the stroke to be on then check stroke....change the color to black (it's red by default)

then to get that fancy looking border...just get whatever picture that looks like that...and put it on the layer underneather the picture.
